CANDIDATE PROFILE:

WYATT RAPSKY - COUNCILLOR

I was born and raised in Minnedosa and continue to call this community home alongside my wife Brittany and our three-year-old daughter Remi. I am employed with RBC Royal Bank as a Senior Relationship Manager in Commercial Financial Services. In my free time, I enjoy spending quality time with family and friends while being actively involved in the community.

 Running for council is something I have considered and discussed doing for quite some time now. I was very fortunate to grow up in this amazing community and was provided with many different opportunities because of it. I see this as a good opportunity for me to become more involved and give back to the community.

 I currently serve on 5 boards in Minnedosa and surrounding areas along with other past boards in the last decade plus. I feel that being well involved in the community and knowing many of our patrons will serve well to hear people and represent the community well.

LARS HEINO - COUNCILLOR

Born and raised in The Pas, MB. I left the north with my wife Cindy and three young children, Dayton, Ryan, and Zoey, relocating to Winnipeg in 2003 to attend trade school. I began work with CP Rail signals department in 2005. After those 5 years, we moved to Minnedosa in 2010 for a permanent position with CP, and we very quickly realized this was the town to raise our family in. Our 3 children are grown, with two living here in town and one travelling. We now have two grandchildren, Colter and Beau, with a third on the way. I enjoy golf, hockey, curling, baseball, and camping. I also officiate hockey and baseball.

I’m interested in running for town council because I care about our community and want to help make our town an even better place to live, work, and raise a family. Our town has great potential, and I want to be part of making that potential a reality. I want to listen to residents, understand their concerns, support practical solutions, and work toward improvements that benefit the entire community.

For me, running for council isn’t about personal recognition. It’s about serving the public, being approachable and accountable, and helping build a stronger future for our town.

THOMAS MATHEWS - MAYOR

Thomas Mathews, his wife Whitney, and their two children (11 and 13) are residents of Minnedosa's SW quadrant. Thomas has been a teacher at Erickson Collegiate for 22 years and a resident of Minnedosa for 15. His governance experience includes The Brandon University Board of Governors, the current presidency and chair of The Rolling River Teachers' Association, committee work with MTS and various other regional/professional boards. Making Minnedosa the sort of town that has opportunities for all is his passion. His top priority is advocating for effective flood mitigation and improvements to the town's drinking water. TOM DOWSETT - COUNCILLOR

Hello my name is Tom Dowsett.

I am asking for your vote to serve on Council on October 28. I wish to build on what I have learned over the last 8 years and to continue to work for our Town. I have served on many Standing Committees: Protective Services, Planning and Development Services, Recreation and Cultural Services. I have been Council Representative on many Committees: Tanner Crossing Planning District Board as Chair, Yellowhead Regional Skills and Services as Vice Chair, Minnedosa Regional Library, Heritage Village, Minnedosa Community Archives, Minnedosa Health Foundation. I am also on the board of Service for Seniors (Vice Chair) and a driver for Meals on Wheels. My wife Eileen and I have worked for the past three years on The Ishii Japanese Garden. We enjoy what the Town of Minnedosa has to offer and believe our town is the envy of many communities. The next council must continue working on flood-related and environmental work that has been started.

 It has been a real honour to have served the Town of Minnedosa for the last 8 years. If you vote for me, I will work hard to move our town into the future.

KEN CAMERON - MAYOR

My name is Ken Cameron and I was born and raised in the Minnedosa community. I spent 12 years as a trustee on the Rolling River School Division board. Eight years as chair of the board, and eight years on the Manitoba School Board association provincial executive. I served as regional director, vice president, and four years as president of the provincial association. I have been on many local boards and volunteered throughout the community. This is my community and I feel that I would like to continue to offer what I can and do what I can to keep our community moving forward for what our future has to offer. KYLE MOFFAT - COUNCILLOR

Born and raised in Minnedosa, I've lived here 37 of my 38 years.  My family was in business in town for 30 years so I've gotten to see the community through the eye of various lenses and have gotten a variety of perspectives. I’ve always believed in giving back to our community, whether through local sport, community events, or supporting the associations and organisations that make our area a stronger place to live.  I'm enthralled by our history in town and am excited to see what its future holds  

I feel like our town has so much potential. We're in a unique situation of being able to attract tourism to the town through our many natural amenities, but also to attract commerce and employment through our industrial and ag sectors. Council is something I’ve considered for some time as I’ve been critical of decisions made in the past and I decided rather than sit back and continue that, I'd make an active effort to be part of the solutions I believe are there.  I'd like to see us progress on more long term planning, Infrastructure upgrades, solutions to the flood mitigation, recreational and cultural facilities. Working to create things that will set up our successors in the community for the greatest success while maximizing the use of our money during our many capital works projects. As a member of the construction industry for over 20 years, working with many different municipal organizations, I'd like to apply my knowledge to help our community get the absolute most out of every undertaking we take on as a community.

JAN MARIE GRAHAM - COUNCILLOR

Hi everyone, I thought I would introduce myself as I am running for the role of councillor for the Town of Minnedosa. 

I was raised on a mixed farm (grain, cattle, pigs,) in Wellwood, Manitoba. I am married, have 3 adult children, and 3 grandchildren. During my childhood, summer vacations were spent camping here and my husband and I continued that tradition with our children. We made a permanent move to our cottage in 2020 and feel like we live in paradise. Some of my favourite memories with my children, family, and friends have been, and will continue to be made in Minnedosa.

I am an Associate Professor in the Department of Nursing at Brandon University. I worked as a casual nurse at the Minnedosa Health Centre for several years and am proud of the compassionate care provided by the local health care team. I have worked for provincially and federally funded institutions and systems (e.g. health care, post-secondary education) for most of my career and have learned to work with and around the barriers and roadblocks that frequently arise. 

I am currently the Chair of the Minnedosa and Area Food Bank, the Secretary for the Expressions Concert Series, and a member of the Minnedosa Lions Club. I serve on several committees at Brandon University and have been on the budget and senate committees in the past. When our children were young, I taught first aid in the 4H program, was President of their school’s Parent Association, and served as President of the minor hockey association. I can relate to parents who are doing the juggling act to keep everything and everyone going. 

The incoming council will have significant issues to tackle including flood mitigation, aging infrastructure, lack of activities and safe spaces for youth, lack of affordable housing, food insecurity, empty shops and businesses who are struggling, the health and wellbeing of seniors, enhancing tourism, and an unhealthy lake. As a council member, I will be proactive in facilitating change by providing a fresh perspective, challenging the status quo, seeking out information and new ideas, and pushing for action. I will ensure that taxpayers have opportunities to discuss the issues, provide information, and identify potential solutions to those of us making decisions that impact our community. 

If you think that things SHOULD change or if you have ever wondered why things have NOT changed in Minnedosa, when you are choosing the next council members, remember that “NOTHING CHANGES IF NOTHING CHANGES”.

ROBERT MARKS - COUNCILLOR

Minnedosa has been home since 2008.  Gardening, brewing, travel while camping, and repairing most things imaginable occupy my time, when not building high speed cameras in town.  Town councillor has been the latest endeavour after being acclaimed in 2022.

In those 4 years I’ve chaired General Governance and recently Public Works, while spending time on the boards of Archives, Yellowhead Employment, Age-Friendly, and Lake Enhancement.   My claims for expenses and reimbursements have always been the lowest of any member, and I solely opposed a voted increase in pay and reimbursements for Council last month.   I’ve advocated transparency and want more.  Access to our discussions is how we get others to join the conversation.  Council amounts to 7 people collectively holding not much more than a single full-time position. The more outside input the better.  These are my values.

Flood mitigation and infrastructure maintenance are now priorities for the next Council term. Annual operating expenses alone for Rec and Culture increased by 83%, $580,000, in 4 years.  This accounted for over half of all tax increases while infrastructure suffered. A balance must be found or dramatic tax increases will follow.

GRANT BUTLER - COUNCILLOR

My name is Grant Butler and I, along with my wife Kim, have lived in Minnedosa most of your lives. Together we have been fortunate to have raised 7 children in Minnedosa and have been an active part of the community over the years volunteering and serving on various Boards and will continue to do so through our retirement years.

I am seeking my Third term as a Councillor for Minnedosa.

I was in the Education field for 42 years as a Teacher, School Administrator, Technology Consultant and ended my career as the Director of Instruction Curriculum and Technology for Rolling River School Division. My Career has given me several skills that help tremendously in serving the Community as a Town Councillor.

If elected I will continue to be a voice at all levels of Government to ensure we deal with: Flood Mitigation, saving our Lake, Hospital and Emergency rooms remaining open and continue to work with PMH on recruitment and retention of Health Care Professionals. I also want to keep working with our Seniors to make sure they can actively remain in Minnedosa as well as retain and grow our Main Street, Recreation and Arts programs.

Your support in this Election will give me the opportunity to continue advocating for our Town along with keeping an open mind to new ideas and discussions that can benefit our great Community.
